this is in order of what i would do, If first step doesn't work, move to next and so on, but if you fix it, don't move on with the list

restart computer. Could be memory leak?
stop background programs and stop useing hacks.
restart wireless router or wired router.
restart modem
reinstall game
restore computer to previous date
reformat computer

Oh, and go to speedtest.net
select New York as your server
run test
copy link and post it here
