Wolfie is right.  Also i have noticed it never works if u're alone in team - (I mean times when its you in axis and 4 guys in allied).
Don't know if it has anything to do with it, but thats how it works for me. 
It works almost always on me, maybe 10% of time i play, it doesn't work... Which is real anoyng when i have engineer and should shoot Martin 4 miles far awar with sniper.  :P
